 JOM  (Johnson O'Malley)

PURPOSE:  To provide supplementary financial assistance to meet the unique and specialized education needs of Indian Children.  Johnson-O'Malley funds are not to take the place of federal, state, or local funds.

 

The Johnson O'Malley (JOM) Act of 1934 was passed on April 16, 1934, to subsidize education, medical attention, and other services provided by States or Territories to Indians living within their borders.  Today, the Johnson-O'Malley program's purpose is to financially assist those efforts designed to meet the specialized and unique educational needs of eligible Indian students, including programs, supplemental to the regular school program.  

 

In 1995,  the Bureau of Indian Affairs (BIA) conducted the last JOM student count for purposes of a final distribution of the JOM program funds.  The funding for all current JOM programs is based on the student count of 1995. 

 

To be eligible for JOM, Native students MUST be enrolled in Skiatook Public Schools, grades Pre-K through tweflth grade, and MUST be a certified member of a federally recognized tribe.  Students MUST have a CDIB card in his/her own name to be on the JOM roster.  The required forms, along with supporting documentation (copy of child's CDIB/tribal card),  must be completed and returned to either the Director of Indian Education or a JOM parent committee member.  The officers for the Parent Committee are:

The Skiatook JOM Parent Committee meets the second Tuesday of October, January, April, and July at 7:00 p.m. at the former Touch of Class (SEAC re-sale shop). The Parent Committee provides several annual events promoting cultural awareness, recognizing graduating Native Skiatook High School seniors, and aiding Native students with school supplies.  The Parent Committee also aids the Native students financially with a reimbursement program as funds are available.   A reimbursement form, with the mandatory supporting documenation, is required before a reimbursement (as funds are available) can be approved.  These forms are to be submitted to the JOM parent committee at the regular quarterly meeting.
